The bill itself states that it is for the mentally ill ( Dementia and Autism ), they say it is for tracking when they wander off into the night alone and are lost. Still there is a fear that it will be put into more people for security purposes and that people themselves do not want that, the manic depressive will literally cut it out of themselves then sue, Therefore, they should be put it only into those who need it and that should be law since the majority is good so then only those who definitely can't be trusted should have them temporarily put in ( since permanence is expensive anyways ) this definitely not trustworthy would include criminals who have precedence, prisoners so they don't escape as easily ( I can already foresee ways around that and ways around that ) and the mentally ill who wander off and put themselves in danger ( With exception of the delusional since that won't help them. They go to the hospital. ) You could also get one if you want, as it would be a great way to restrain yourself, but other than necessary parts of interest as mentioned above , their isn't really a reason to put them in everyone even if they can't be trusted (What is wrong with going out at night or taking a walk in the forest, when prepared for the medium ?), further it ruins the employment of police when none do anything at all from fear (not that it would work in reality, because we live before and in before we don't all or ever all will want it ( including the politicians ) ). Therefore, it should be used by those who want to have it and those who definitely need it, this is because you wont be able to put them in everyone anyways because of the chemical reactions in their brain and so the desire not to be tracked with something in their body.
